"Strident whining" totally works for me. It really does convey a terrible, terrible sound that has no malevolent intent, but is still most cruel to the ear.
(And I'm not just saying this!) (Well I am saying this, but not just saying this.) (I'm going to go have lunch and hope I ingest some sense-making! ;D)
