They are puppets. There is a big water puppet show in Hanoi, and these are smaller versions of the ones they use in the show. I didn't see the show, but I read about it.

Though they all have such unique little personalities for inanimate objects, he really does stand out in the crowd. :-)
When you get back, you guys should check out the Crocker-Kingsley exhibit at the Tsakopoulos Library Galleria. The fist place winner's ceramic piece will be slightly reminiscent of this...ironically, I saw it the day after this post! ~A
